The Collapse of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The sequence of conflicting incidents captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are released from different nations. Considerable effort is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is capable of detecting rocket firings from Russian territory, a capability afforded by timely intelligence. From observation points, military aircraft that had been scrambled to counter approaching aerial threats roared overhead – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes resigned acknowledgment: maybe the approaching threat won't hit its mark this time, sparing the city from devastation and additional electricity failures.

Continuous Dangers

Not long after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the bullets missed the opposing UAV – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in many homes as a result of the evening attack. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours encapsulated Ukraine's critical military reliance on external assistance – a reliance that regional partners are evidently unprepared to substitute in the immediate future.

Ineffective Peace Efforts

The comprehensive proposal from US administration sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and international summits.

Every new initiative from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, undoubtedly, persist.

Tactical Assessments

It is easy to blame specific actors of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration works based on a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the land that it already controls in Ukraine's southern or eastern regions.

The problem is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from thinking that the status quo will not shift further in its favour in the coming year.

Opposing Positions

Therefore, Moscow is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their reason to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still endure, gradually sacrificing people and territory but averting a entire defensive failure until circumstances change in its favour.

Existing Situation

Realistically, there are no real preconditions for a truce. Now, subjective factors are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their attention does not shift toward domestic problems. And although their objective will now be considerably more difficult after current events, it remains quite doubtful that this will change their overall approach.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, recent disclosures, all served their function.

While new plans based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show specific hesitation to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, largely rely on ongoing international assistance.
